License Evaluation and Assessment Program

 

What is LEAP?

LEAP provides license restoration assistance to individuals charged with qualifying traffic offenses in the Delaware Municipal Court.  The program coordinator, through a review of Ohio Bureau of Motor Vehicle records, will assist defendants in identifying the steps they need to take to reinstate their license.  LEAP’s objective is to empower defendants to obtain driving privileges.

 

How do I find out whether I am eligible for the LEAP Program?

If you are charged with an unclassified misdemeanor offense of driving under suspension or operating without a valid operator’s license you may be eligible for the LEAP program.  If you believe you may qualify, you should complete a screening questionnaire.  If your answers on the screening questionnaire demonstrate that you may be eligible, you may meet with the LEAP coordinator prior to your court appearance to learn more about the program.  If you choose to proceed, the LEAP Coordinator will complete the eligibility requirements checklist and determine whether you meet all the program requirements. 

 

What are the LEAP requirements?

If you qualify for the LEAP program, you will need to review the program agreement and decide if you want to enter the LEAP program. If you choose to enter the program, you must sign a LEAP Program Agreement and choose to enter a plea of guilty to the unclassified misdemeanor offense of driving under suspension or operating without a valid operator’s license (and any accompanying charge(s)).  You will then be placed in LEAP and have 120 days to reinstate your driver’s license.  The LEAP Coordinator will meet with you to review your Ohio Bureau of Motor Vehicle (OBMV) report and prepare a list of reinstatement requirements.  Should you reinstate your driver’s license within 120 days, the unclassified misdemeanor offense of driving under suspension or operating without a valid operator’s license will be dismissed and the prosecutor may move to dismiss any accompanying charges. Should you fail to reinstate your driver’s license, the Court will sentence you based on your previously entered plea of guilty. 

While in the program, you must pay a $100.00 program fee within the first 30 days after admission, provide the LEAP coordinator with monthly progress reports, and complete all other requirements as fully outlined in the program agreement.
