In Delaware, the Planning and Community Development Department enhances quality of life by managing growth through the administration and implementation of the Comprehensive Plan, and through the continuous application of planning techniques to shape residential, commercial, industrial, and institutional development and related infrastructure, including our road network. The Department also protects and enhances the public health, safety, and general welfare, including property values, through the administration of the zoning, subdivision, and building codes, while responding to unique physical, economic, and social challenges that require planning expertise.

The Planning and Community Development Department consists of three divisions:

Planning and Zoning performs all current and long-range planning tasks including administering the zoning code, reviewing and making recommendations for development applications, and performing future planning studies. The Zoning Code, Maps, and the City's comprehensive plan Delaware Together can be found on the Planning and Zoning subpage.

Code Enforcement is tasked with enforcing the City's property maintenance code and the Zoning Code. The property maintenance code and Del-Aware, an application used to file property maintenance complaints, can be accessed via the Code Enforcement subpage.

The Building Division is a State-Certified Building Department and administers the building code by reviewing all new construction, alterations, improvements, and replacements. Additionally, the division performs multiple inspections throughout the construction process.
